Bill Title: As enacted, requires landfill operator to submit proposal to certain entities prior to accepting any waste that would require change in classification of landfill under certain circumstances; specifies that in any county or municipality in which the local approval of solid waste facilities provisions have been approved by a two-thirds vote of the appropriate legislative body prior to the effective date of this act, then this act will only apply if it is approved by a two-thirds vote of the appropriate legislative body. - Amends TCA Title 68, Chapter 211, Part 7.
