Bill Title: As introduced, requires the department of the treasury and the department of education to determine the liability of LEAs, in which there are charter schools, for retirement benefits for employees not covered under the TCRS; permits an LEA, in which there is a charter school, to withhold from the per student expenditure the amount necessary to fund retirement benefits for those employees not under TCRS for which the LEA bears the financial obligation for retirement benefits. - Amends TCA Title 8 and Title 49.
