The fiscal implications of the bill cannot be determined because they would be established by the amount of funds appropriated by the Legislature.
The bill would amend portions of the Health and Safety Code related to the Next Generation Service Fund, Account 0195 (Fund 195). Under current law, this fund may receive certain transfers of Federal Funds. The bill would provide additional statutory authorization for the transfer of funds from state governmental sources to be appropriated to Fund 195.
The bill provides direction to the Commission State Emergency Communications on the distribution of these appropriated state funds to Emergency Communications Districts.
The bill revises and extends existing provisions related to the distribution of Federal Coronavirus State and Local Fiscal Recovery Funds previously deposited to Fund 195.
According to the Commission on State Emergency Communications, the fiscal impact of this bill cannot be determined and would be established by legislative appropriation.
Although this bill would not make an appropriation, it would establish the basis for an appropriation.
This legislation would do one or more of the following: create or recreate a dedicated account in the General Revenue Fund, create or recreate a special or trust fund either in, with, or outside the Treasury, or create a dedicated revenue source. The fund, account, or revenue dedication included in this bill would be subject to funds consolidation review by the current Legislature.

Local Government Impact
