| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. This Act may be cited as the "Freedom of Speech | ||
| Act." | ||
| SECTION 2. Section 2400.0015, Government Code, is amended | ||
| to read as follows: | ||
| Sec. 2400.0015. APPLICABILITY. This chapter does not apply | ||
| to an investment prohibited under Chapter 808 [ |

| SECTION 3. The following chapters of the Government Code | ||
| are repealed: | ||
| (1) Chapter 2271; | ||
| (2) Chapter 2274, as added by Chapter 529 (S.B. 13), | ||
| Acts of the 87th Legislature, Regular Session, 2021; and | ||
| (3) Chapter 2274, as added by Chapter 530 (S.B. 19), | ||
| Acts of the 87th Legislature, Regular Session, 2021. | ||
| SECTION 4. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2023. | ||
