A BILL TO BE ENTITLED
 
AN ACT
  relating to the participation of community-based organizations in
  workforce training programs funded by the skills development fund.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 303.003, Labor Code, is amended by
  amending Subsection (h) and adding Subsection (h-1) to read as
  follows:
         (h)  A community-based organization may apply for money to
  participate in a training program if:
               (1)  the organization applies [only] in partnership
  with a community and technical college or the Texas A&M Engineering
  Extension Service; or
               (2)  at least 90 days before the date the organization
  applies, the organization submitted to a community and technical
  college or the Texas A&M Engineering Extension Service a written
  request for a partnership with the college or service and has been
  unable to obtain the partnership.
         (h-1)  If a [A] community-based organization that applies
  for funding under Subsection (h) provides [providing] services
  regulated by the state, the organization shall provide to the
  commission evidence of any certification, license, or registration
  required by law.
         SECTION 2.  The change in law made by this Act applies only
  to an application for money from the skills development fund
  submitted to the Texas Workforce Commission on or after the
  effective date of this Act.  An application submitted before the
  effective date of this Act is governed by the law in effect on the
  date the application was submitted, and the former law is continued
  in effect for that purpose.
         SECTION 3.  This Act takes effect September 1, 2025.
