| entrepreneurs with physical or mental disabilities. | ||
| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Title 4, Labor Code, is amended by adding | ||
| Subtitle D to read as follows: | ||
| SUBTITLE D. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES | ||
| CHAPTER 375. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES | ||
| Sec. 375.001. ENTREPRENEURSHIP LOANS FOR PERSONS WITH | ||
| DISABILITIES. (a) The Texas Workforce Commission shall establish | ||
| and administer a low-interest loan program to support | ||
| entrepreneurship among persons with physical and mental | ||
| disabilities. The commission shall adopt rules as necessary to | ||
| establish and administer the loan program. | ||
| (b) The commission may solicit and accept gifts, grants, and | ||
| donations from public and private entities to use for the purposes | ||
| of this section. | ||
| (c) For purposes of this section, "disability" means, with | ||
| respect to an individual, a mental or physical impairment that | ||
| substantially limits at least one major life activity of that | ||
| individual. | ||
| SECTION 2. Not later than January 1, 2020, the Texas | ||
| Workforce Commission shall adopt rules necessary to implement | ||
| Chapter 375, Labor Code, as added by this Act. | ||
| SECTION 3. This Act takes effect September 1, 2019. | ||
