A BILL TO BE ENTITLED
 
AN ACT
  relating to an exemption for teachers and retired teachers from the
  payment of a fee for registration of a motor vehicle.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter J, Chapter 502, Transportation Code,
  is amended by adding Section 502.458 to read as follows:
         Sec. 502.458.  TEACHER AND RETIRED TEACHER EXEMPTION. (a)
  In this section, "teacher" means a principal, supervisor, classroom
  teacher, school counselor, or other full-time professional
  employee who is required to hold a certificate issued under
  Subchapter B, Chapter 21, Education Code.
         (b)  A vehicle may be registered without payment if the
  vehicle is owned or leased by a person who is a teacher or a retired
  teacher.
         (c)  An application for registration under Subsection (b)
  must be accompanied by proof of the applicant's entitlement to the
  exemption.  The department shall adopt rules relating to the proof
  of entitlement to the exemption, which may include, for retired
  teachers, statements or other communications issued by the Teacher
  Retirement System of Texas that evidence payment of an annuity from
  the system.
         SECTION 2.  Section 502.458, Transportation Code, as added
  by this Act, applies only to an application submitted on or after
  the effective date of this Act.
         SECTION 3.  This Act takes effect September 1, 2019.
