A BILL TO BE ENTITLED
 
AN ACT
  relating to ballot language requirements for a proposition
  proposing a constitutional amendment.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 274.001(b), Election Code, is amended to
  read as follows:
         (b)  The proposition, whether prescribed by the legislature
  or the secretary of state, must describe the proposed amendment in
  plain language and [terms that] clearly express the effect of:
               (1)  approving the proposition;
               (2)  failing to approve the proposition; or
               (3)  both approving the proposition and failing to
  approve the proposition [its scope and character].
         SECTION 2.  The change in law made by this Act applies only
  to an election ordered on or after the effective date of this Act.
  An election ordered before the effective date of this Act is
  governed by the law in effect when the election is ordered, and the
  former law is continued in effect for that purpose.
         SECTION 3.  This Act takes effect January 1, 2022.
