A BILL TO BE ENTITLED
 
AN ACT
  relating to a permit exemption for certain drainage districts
  located in counties bordering the United Mexican States.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 11.142, Water Code, is amended by adding
  Subsection (e) to read as follows:
         (e)  Without obtaining a permit, a drainage district that is
  located in a county bordering the United Mexican States and that has
  one or more drainage ditches that empty into the Gulf of Mexico may
  construct on district property one or more reservoirs supplied from
  the district's drainage ditches.  The district is authorized to
  sell, on terms acceptable to the district, water in such reservoir
  to a municipality, irrigation district, or other person.
         SECTION 2.  This Act takes effect September 1, 2013.
