A BILL TO BE ENTITLED
 
AN ACT
  relating to a limitation on the authority to cancel a voter's
  registration.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 16, Election Code, is
  amended by adding Section 16.039 to read as follows:
         Sec. 16.039.  CANCELLATION PROHIBITED IN PREELECTION
  PERIOD. A voter registrar may not cancel a voter's registration,
  other than a cancellation on request by the voter under Section
  16.0331, in the six months preceding the general election for state
  and county officers.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
