A BILL TO BE ENTITLED
 
AN ACT
  relating to a report required to be submitted by a campus
  intervention team assigned to a public school campus.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 39.110, Education Code, is amended to
  read as follows:
         Sec. 39.110.  COSTS PAID BY DISTRICT. (a) The costs of
  providing a monitor, conservator, management team, campus
  intervention team, technical assistance team, managing entity, or
  service provider under this subchapter shall be paid by the school
  district.  If the district fails or refuses to pay the costs in a
  timely manner, the commissioner may:
               (1)  pay the costs using amounts withheld from any
  funds to which the district is otherwise entitled; or
               (2)  recover the amount of the costs in the manner
  provided for recovery of an overallocation of state funds under
  Section 42.258.
         (b)  The commissioner shall adopt a rule that requires a
  campus intervention team assigned to a campus to submit to the
  commissioner a written report stating, for the preceding school
  year, the total number of hours the campus intervention team spent
  on the campus and the total amount charged by the campus
  intervention team to the school district. The rule must establish
  the time and manner for submitting the report. The commissioner
  shall make the report available to the public.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2013.
