A BILL TO BE ENTITLED
AN ACT
relating to a study of the use of a patient-reported outcomes
registry in conjunction with health coverage for certain
governmental employees.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. STUDY; PATIENT-REPORTED OUTCOMES REGISTRIES FOR
CERTAIN CARE. The Teacher Retirement System of Texas and the
Employees Retirement System of Texas shall jointly conduct a study
of the benefits and disadvantages of establishing a
patient-reported outcomes registry for musculoskeletal care
provided under the plans of group coverage administered by the
systems under Chapters 1551, 1575, and 1579, Insurance Code. The
study conducted under this section must:
(1) identify the musculoskeletal conditions and
injuries that result in the highest cost for health care in the
plans of group coverage;
(2) identify the percentage of the total cost for
health care under the plans of group coverage that is spent for the
conditions and injuries described by Subdivision (1) of this
section;
(3) estimate the cost for the systems, or for the
entities administering the plans of group coverage on the systems'
behalf, to establish and administer a patient-reported outcomes
registry for musculoskeletal care;
(4) evaluate the potential benefits of a
patient-reported outcomes registry for musculoskeletal care for
the populations served by the plans of group coverage; and
(5) identify potential partners, such as medical
schools located in this state, that could assist the systems in
establishing and administering a patient-reported outcomes
registry for musculoskeletal care.
SECTION 2. REPORT. Not later than December 1, 2016, the
Teacher Retirement System of Texas and the Employees Retirement
System of Texas shall report the results of the study conducted
under Section 1 of this Act to the speaker of the house of
representatives, the lieutenant governor, and the standing
committees of the house and the senate with jurisdiction over the
retirement systems and insurance. The report must:
(1) specify whether establishing one or more
patient-reported outcomes registries for musculoskeletal care
would be beneficial and effective; and
(2) be accompanied by recommendations for
legislation, if appropriate.
SECTION 3. EXPIRATION. Sections 1 and 2 of this Act and this
section expire September 1, 2017.
SECTION 4. EFFECTIVE DATE. This Act takes effect September
1, 2015.
