A BILL TO BE ENTITLED
 
AN ACT
  relating to a requirement for photo identification for poll
  watchers.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 33.051(b), Election Code, is amended to
  read as follows:
         (b)  The officer presented with a watcher's certificate of
  appointment shall require the watcher to countersign the
  certificate and to present a form of photo identification described
  by Section 63.0101 to ensure that the watcher is the same person who
  signed the certificate. Except as provided by Subsection (c), a
  watcher who presents himself or herself at the proper time with a
  certificate of appointment and appropriate identification shall be
  accepted for service unless the person is ineligible to serve or the
  number of appointees to which the appointing authority is entitled
  have already been accepted.
         SECTION 2.  This Act takes effect September 1, 2011.
