A BILL TO BE ENTITLED
 
AN ACT
  relating to access to campuses of public schools and institutions
  of higher education by foreign consuls.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 1, Education Code, is amended by adding
  Section 1.006 to read as follows:
         Sec. 1.006.  ACCESS TO CAMPUS BY FOREIGN CONSUL. A public
  elementary or secondary school or an institution of higher
  education as defined by Section 61.003 may not allow a foreign
  consul access to the school campus or campus of the institution of
  higher education if the foreign consul enters the campus with the
  intent to:
               (1)  distribute foreign identification cards; or
               (2)  accept applications for foreign identification
  cards.
         SECTION 2.  This Act takes effect September 1, 2011.
