	A BILL TO BE ENTITLED
	AN ACT


	relating to appropriating money to the Texas Department of
	Transportation for the purpose of construction of, maintenance of,
	and acquisition of rights-of-way for certain public roadways.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
	SECTION 1. In addition to amounts appropriated to the Texas
	Department of Transportation by Senate Bill No. 1, Acts of the 83rd
	Legislature, Regular Session, 2013 (the General Appropriations
	Act), the amount of $2,000,000,000 is appropriated out of the
	economic stabilization fund to the department for the state fiscal
	biennium ending August 31, 2015, for the purpose of construction
	of, maintenance of, and acquisition of rights-of-way for public
	roadways other than toll roads.
	SECTION 2. This Act takes effect January 1, 2014, but only
	if:
	(1) the constitutional amendment proposed by House
	Joint Resolution No. 1, Senate Joint Resolution No. 1, or similar
	legislation of the 83rd legislature, 2nd Called Session, 2013, is
	not approved by the voters; and
	(2) this Act receives a vote of two-thirds of the
	members present in each house of the legislature, as provided by
	Section 49-g(m), Article III, Texas Constitution.
