relating to the adoption of a comprehensive plan to protect oil and | ||
gas infrastructure in this state. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Subchapter C, Chapter 81, Natural Resources | ||
Code, is amended by adding Section 81.0661 to read as follows: | ||
Sec. 81.0661. OIL AND GAS INFRASTRUCTURE PROTECTION PLAN. | ||
(a) The commission shall develop and adopt a comprehensive plan to | ||
protect this state's oil and gas infrastructure, including | ||
wellheads and pipelines, from: | ||
(1) natural disasters; | ||
(2) severe weather events; | ||
(3) cybersecurity threats; | ||
(4) acts of terrorism; | ||
(5) widespread power outages; and | ||
(6) other potential threats to this state's oil and gas | ||
infrastructure. | ||
(b) The commission may seek input from stakeholders when | ||
developing the plan. | ||
(c) The commission shall periodically update the plan | ||
developed under this section. | ||
SECTION 2. Not later than September 1, 2024, the Railroad | ||
Commission of Texas shall adopt the initial oil and gas | ||
infrastructure protection plan required under Section 81.0661, | ||
Natural Resources Code, as added by this Act. | ||
SECTION 3. This Act takes effect September 1, 2023. |
