BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. The heading to Section 552.007, Transportation | ||
Code, is amended to read as follows: | ||

SECTION 2. Section 552.007(a), Transportation Code, is | ||
amended to read as follows: | ||
(a) A person may not stand in a roadway in a manner that | ||
impedes vehicular traffic or presents a danger to the person or | ||
another person unless [ |

authorized to do so by the local authority having jurisdiction over | ||
the roadway. | ||
SECTION 3. Sections 552.006(b), 552.007(b) and (c), and | ||
552.0071, Transportation Code, are repealed. | ||
SECTION 4. The changes in law made by this Act apply only to | ||
an offense committed on or after the effective date of this Act. An | ||
offense committed before the effective date of this Act is governed | ||
by the law in effect on the date the offense was committed, and the | ||
former law is continued in effect for that purpose. For purposes of | ||
this section, an offense was committed before the effective date of | ||
this Act if any element of the offense occurred before that date. | ||
SECTION 5. This Act takes effect September 1, 2017. | ||
