BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Article VII, Texas Constitution, is amended by | ||
adding Section 3A to read as follows: | ||
Sec. 3A. THE BASIC ALLOTMENT. For the Fiscal Year of 2025, | ||
a school district is entitled to a basic allotment equal to $7,500 | ||
for each student in addition to any higher amount per student as | ||
provided by the Legislature. For all subsequent state fiscal | ||
years, the Legislature shall set the basic allotment under the | ||
Foundation School Program at the amount that results from applying | ||
the inflation rate, as determined by the comptroller on the basis of | ||
changes in the Consumer Price Index for Urban Consumers published | ||
by the Bureau of Labor Statistics of the United States Department of | ||
Labor, to the allotment for the preceding school year, except that | ||
the basic allotment may not be set at an amount that is less than the | ||
amount of the basic allotment established by this provision. The | ||
comptroller shall, not later than the 90th day of each fiscal year, | ||
transfer to the Foundation School Fund 25 percent of any | ||
unencumbered positive balance of general revenues on the last day | ||
of the preceding fiscal year. | ||
SECTION 2 . This proposed constitutional amendment shall be | ||
submitted to the voters at an election to be held November 7, 2023. | ||
The ballot shall be printed to permit voting for or against the | ||
proposition: "The constitutional amendment setting the amount of | ||
the basic allotment under the Foundation School Program and | ||
providing for its adjustment for annual inflation." |
