A JOINT RESOLUTION
  proposing a constitutional amendment requiring the legislature to
  increase the basic allotment under the Foundation School Program
  and to adjust the allotment in a manner that reflects annual
  inflation.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article VII, Texas Constitution, is amended by
  adding Section 3A to read as follows:
         Sec. 3A.  THE BASIC ALLOTMENT. For the Fiscal Year of 2025,
  a school district is entitled to a basic allotment equal to $7,500
  for each student in addition to any higher amount per student as
  provided by the Legislature. For all subsequent state fiscal
  years, the Legislature shall set the basic allotment under the
  Foundation School Program at the amount that results from applying
  the inflation rate, as determined by the comptroller on the basis of
  changes in the Consumer Price Index for Urban Consumers published
  by the Bureau of Labor Statistics of the United States Department of
  Labor, to the allotment for the preceding school year, except that
  the basic allotment may not be set at an amount that is less than the
  amount of the basic allotment established by this provision. The
  comptroller shall, not later than the 90th day of each fiscal year,
  transfer to the Foundation School Fund 25 percent of any
  unencumbered positive balance of general revenues on the last day
  of the preceding fiscal year.
         SECTION 2 .  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 7, 2023.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment setting the amount of
  the basic allotment under the Foundation School Program and
  providing for its adjustment for annual inflation."
