A JOINT RESOLUTION
  proposing a constitutional amendment requiring the Legislature to
  establish limitations on the rate of taxation and amount of debt for
  special purpose districts created by general law or special local
  law.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 56, Article III, Texas Constitution, is
  amended by adding Subsection (c) to read as follows:
         (c)  The Legislature shall impose on any special purpose
  district created after December 31, 2018 under general law or by
  special local law a maximum rate of ad valorem tax for maintenance
  and operations and a maximum amount of debt that may be authorized
 
  by the district.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 7, 2017.  
  The ballot shall be printed to permit voting for or against the
  proposition:  "The constitutional amendment requiring the
  Legislature to establish limitations on the rate of taxation and
  amount of debt for special purpose districts created by general law
  or special local law."
