proposing a constitutional amendment to require the legislature to | ||
appropriate funds to state institutions of higher education to fund | ||
certain education benefits provided to veterans and family members | ||
of veterans. | ||
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Article VII, Texas Constitution, is amended by | ||
adding Section 21 to read as follows: | ||
Sec. 21. Each state fiscal biennium, the legislature shall | ||
appropriate to each state institution of higher education, out of | ||
the first money coming into the treasury not otherwise appropriated | ||
by this constitution, an amount sufficient to fund at least 50 | ||
percent of the cost to the institution during the most recent state | ||
fiscal biennium of providing tuition and fee exemptions for | ||
veterans and family members of veterans as required by the | ||
legislature by general law. | ||
SECTION 2. This proposed constitutional amendment shall be | ||
submitted to the voters at an election to be held November 7, 2023. | ||
The ballot shall be printed to provide for voting for or against the | ||
proposition: "The constitutional amendment requiring the | ||
legislature to appropriate funds to state institutions of higher | ||
education to fund certain education benefits provided to veterans | ||
and family members of veterans." |
