R E S O L U T I O N
         WHEREAS, J. Michael Duncan, Knight Commander of Kappa Alpha
  Order, has rendered exceptional service to that fraternal
  organization, and he is indeed worthy of special recognition; and
         WHEREAS, Mike Duncan has held the post of Knight Commander
  since 2007, and in this role he fulfills the duties of national
  president and chairman of the board for a fraternity that has 131
  chapters and approximately 145,000 members; under his guidance, the
  Order has completed its most successful fund-raising campaign,
  increased recruitment, and attained an overall national grade point
  average of 2.86, its all-time high; moreover, during his tenure,
  the organization has created the Knight Commander's Medal to
  recognize undergraduates who have performed acts of courage and
  heroism, and it has established new undergraduate and alumni
  chapters; and
         WHEREAS, Mr. Duncan was initiated into Delta Kappa Chapter of
  KA while an undergraduate at Stephen F. Austin State University in
  1969, and by 1972 he was serving as the chapter's president, or "No.
  I"; since assuming alumnus status, he has also served as the Henry
  J. Mikell Province Commander for 15 years and assisted in the
  development of the Number I's Leadership Institute, which he
  currently directs as dean; in recognition of his dedication to the
  Order and his personal achievements, he has been inducted into 12
  Courts of Honor, and he is the recipient of the Knight Commander's
  Accolade, the highest individual award that a Kappa Alpha alumnus
  can receive; and 
         WHEREAS, While giving generously of his time and talents to
  assist Kappa Alpha, this esteemed Texan has also forged a
  distinguished career in law enforcement and security consulting;
  his first post was with the Arlington Police Department, which he
  joined in 1975; four years later he became a special agent with the
  Criminal Investigation Division of the Internal Revenue Service,
  where he served until he joined the U.S. Department of Justice,
  Bureau of Alcohol, Tobacco, Firearms and Explosives in 1985; he
  retired from the ATF as a senior special agent in 2007; among the
  tributes he garnered during those years were the ATF Distinguished
  Service Award and Hostile Action Award and three U.S. Treasury
  Special Act Awards; Mr. Duncan currently owns and operates a
  security and private investigation firm; and
         WHEREAS, Mike Duncan is the devoted husband of Donna Duncan
  and the proud father of U.S. Air Force Captain Chris Duncan, a
  member of Epsilon Delta Chapter at Texas A&M University; in his free
  time, he enjoys golfing and karate, a sport in which he holds a
  third-degree black belt; and
         WHEREAS, Throughout his long association with Kappa Alpha
  Order, Mike Duncan has worked to foster the highest standards of
  excellence and to enhance the great capacity of the Order to enrich
  the lives of its members, and countless young men have benefited
  from the commitment and enthusiasm he has brought to all of his
  endeavors in the fraternity's behalf; now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby commend Mike Duncan for his outstanding service
  as Knight Commander of Kappa Alpha Order and extend to him sincere
  best wishes for continued success and happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Duncan as an expression of high regard by the Texas
  House of Representatives.
