R E S O L U T I O N
         WHEREAS, Laila Payne of Carnegie Vanguard High School in
  Houston achieved great distinction by winning the gold medal in the
  5A 300-meter hurdles at the 2023 University Interscholastic League
  Track & Field State Meet; and
         WHEREAS, Joining the other top high school competitors in
  Texas at Mike A. Myers Stadium in Austin on May 12, Ms. Payne turned
  in an exceptional performance, claiming the state title in a
  blistering time of 41.96 seconds; in addition, she ran in the
  100-meter sprint, finishing seventh; and
         WHEREAS, The daughter of former college track athletes,
  Ms. Payne is a sophomore at Carnegie Vanguard; she joined the Rhino
  track team as a freshman and went on to qualify for regionals in
  2022; moreover, she has showcased her skills at the 2022 Nike
  Outdoor Nationals and the 2023 Clyde Littlefield Texas Relays; and
         WHEREAS, By excelling in the state's premier showcase for
  high school track and field athletes, this talented young Texan has
  ably represented her school and community, and she will cherish her
  memories of this outstanding accomplishment for years to come; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby congratulate Laila Payne on winning the gold
  medal in the 5A 300-meter hurdles at the 2023 UIL Track & Field
  State Meet and extend to her sincere best wishes for continued
  success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Payne as an expression of high regard by the Texas
  House of Representatives.
