| WHEREAS, Laila Payne of Carnegie Vanguard High School in | ||
| Houston achieved great distinction by winning the gold medal in the | ||
| 5A 300-meter hurdles at the 2023 University Interscholastic League | ||
| Track & Field State Meet; and | ||
| WHEREAS, Joining the other top high school competitors in | ||
| Texas at Mike A. Myers Stadium in Austin on May 12, Ms. Payne turned | ||
| in an exceptional performance, claiming the state title in a | ||
| blistering time of 41.96 seconds; in addition, she ran in the | ||
| 100-meter sprint, finishing seventh; and | ||
| WHEREAS, The daughter of former college track athletes, | ||
| Ms. Payne is a sophomore at Carnegie Vanguard; she joined the Rhino | ||
| track team as a freshman and went on to qualify for regionals in | ||
| 2022; moreover, she has showcased her skills at the 2022 Nike | ||
| Outdoor Nationals and the 2023 Clyde Littlefield Texas Relays; and | ||
| WHEREAS, By excelling in the state's premier showcase for | ||
| high school track and field athletes, this talented young Texan has | ||
| ably represented her school and community, and she will cherish her | ||
| memories of this outstanding accomplishment for years to come; now, | ||
| therefore, be it | ||
| RESOLVED, That the House of Representatives of the 88th Texas | ||
| Legislature hereby congratulate Laila Payne on winning the gold | ||
| medal in the 5A 300-meter hurdles at the 2023 UIL Track & Field | ||
| State Meet and extend to her sincere best wishes for continued | ||
| success; and, be it further | ||
| RESOLVED, That an official copy of this resolution be | ||
| prepared for Ms. Payne as an expression of high regard by the Texas | ||
| House of Representatives. | ||
