A BILL TO BE ENTITLED
 
AN ACT
  relating to the use of state resources to implement or enforce the
  federal Patient Protection and Affordable Care Act.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Title 8, Insurance Code, is amended by adding
  Subtitle L to read as follows:
  SUBTITLE L. FEDERAL PATIENT PROTECTION AND AFFORDABLE CARE ACT
  CHAPTER 1691. IMPLEMENTATION OR ENFORCEMENT OF ACT PROHIBITED
         Sec. 1691.001.  PROHIBITION ON USE OF PUBLIC RESOURCES. No
  funds, personnel, or other resources of the state or a political
  subdivision of the state may be used to enforce the Patient
  Protection and Affordable Care Act (Pub. L. No. 111-148), as
  amended by the Health Care and Education Reconciliation Act of 2010
  (Pub. L. No. 111-152).
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
