employment matters. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Chapter 617, Government Code, is amended by | ||
adding Section 617.0021 to read as follows: | ||
Sec. 617.0021. EXCLUSIVE CONSULTATION PROHIBITED. (a) An | ||
official of this state or of a political subdivision of this state | ||
may not enter into a consultation agreement in which one or more | ||
groups are designated as an agent for the purposes of consulting | ||
with or representing public employees on employment issues, | ||
including wages, benefits, and other conditions of employment. | ||
(b) This state or a political subdivision of this state may | ||
not prohibit an employee or a group of employees from seeking | ||
advice, counsel, or the exchange of information on employment | ||
matters, including wages, benefits, employment policies, and other | ||
conditions of employment. | ||
SECTION 2. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2015. |
