A BILL TO BE ENTITLED
 
AN ACT
  relating to consultation with public employees concerning
  employment matters.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 617, Government Code, is amended by
  adding Section 617.0021 to read as follows:
         Sec. 617.0021.  EXCLUSIVE CONSULTATION PROHIBITED. (a) An
  official of this state or of a political subdivision of this state
  may not enter into a consultation agreement in which one or more
  groups are designated as an agent for the purposes of consulting
  with or representing public employees on employment issues,
  including wages, benefits, and other conditions of employment.
         (b)  This state or a political subdivision of this state may
  not prohibit an employee or a group of employees from seeking
  advice, counsel, or the exchange of information on employment
  matters, including wages, benefits, employment policies, and other
  conditions of employment.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
