| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 51.803, Education Code, is amended by | ||
| adding Subsection (a-3) to read as follows: | ||
| (a-3) Beginning with admissions for the 2018-2019 academic | ||
| year and notwithstanding Subsections (a) and (a-1), each general | ||
| academic teaching institution shall admit an applicant for | ||
| admission to the institution as an undergraduate student if: | ||
| (1) the applicant is the sole valedictorian of the | ||
| applicant's high school graduating class; and | ||
| (2) the size of the class is too small for the | ||
| valedictorian to be ranked at the lowest percentile that would | ||
| qualify for automatic admission under Subsection (a) or (a-1) as | ||
| applicable. | ||
| SECTION 2. This Act takes effect September 1, 2017. | ||
