relating to a study regarding the feasibility of implementing | ||
certain renewable energy standards. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. DEFINITION. In this Act, "commission" means the | ||
Public Utility Commission of Texas. | ||
SECTION 2. FEASIBILITY STUDY ON RENEWABLE ENERGY STANDARD. | ||
(a) The commission shall conduct a study on the feasibility of | ||
expanding the renewable energy goal under Section 39.904, Utilities | ||
Code, to establish a goal that 50 percent of the generating capacity | ||
installed in this state comes from renewable sources by 2030 and 100 | ||
percent of the generating capacity installed in this state comes | ||
from renewable sources by 2050. | ||
(b) The study conducted under this section must: | ||
(1) identify: | ||
(A) opportunities to achieve the goal; and | ||
(B) challenges to overcome in order to meet the | ||
goal; | ||
(2) examine economic, environmental, and health | ||
benefits associated with achieving the goal; and | ||
(3) develop strategies for achieving the goal. | ||
(c) The commission may enter into memoranda of | ||
understanding with any necessary and appropriate agencies to | ||
complete this study. | ||
SECTION 3. REPORT. Not later than December 31, 2022, the | ||
commission shall report the results of the study and any | ||
recommendations to the legislature. The report must include any | ||
statutory changes necessary to implement the recommendations made | ||
in the report. | ||
SECTION 4. EFFECTIVE DATE. This Act takes effect September | ||
1, 2021. |
