BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Title 1, Government Code, is amended by adding | ||
Chapter 3 to read as follows: | ||
CHAPTER 3. INTERNATIONAL ORGANIZATIONS | ||
Sec. 3.001. LIMITATION ON JURISDICTION OF UNITED NATIONS. | ||
(a) The United Nations has no jurisdiction in this state. | ||
(b) Notwithstanding any other law, except as specifically | ||
authorized by reference to this section under state law or an | ||
executive order issued by the governor, a policy or rule of the | ||
United Nations may not be enforced or implemented by this state or a | ||
political subdivision of this state. | ||
Sec. 3.002. LIMITATION ON ENFORCEMENT OR IMPLEMENTATION OF | ||
WORLD HEALTH ORGANIZATION POLICY. This state, an agency or | ||
political subdivision of this state, a public school district, a | ||
private school, an open-enrollment charter school, or an | ||
institution of higher education, as defined by Section 61.003, | ||
Education Code, may not enforce or implement a public health policy | ||
or guideline of the World Health Organization unless specifically | ||
authorized under state law or an executive order issued by the | ||
governor. | ||
SECTION 2. This Act takes effect immediately if it receives | ||
a vote of two-thirds of all the members elected to each house, as | ||
provided by Section 39, Article III, Texas Constitution. If this | ||
Act does not receive the vote necessary for immediate effect, this | ||
Act takes effect September 1, 2025. |
