A BILL TO BE ENTITLED
 
AN ACT
  relating to the jurisdiction and enforcement of certain
  international organization policies.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Title 1, Government Code, is amended by adding
  Chapter 3 to read as follows:
  CHAPTER 3. INTERNATIONAL ORGANIZATIONS
         Sec. 3.001.  LIMITATION ON JURISDICTION OF UNITED NATIONS.
  (a)  The United Nations has no jurisdiction in this state.
         (b)  Notwithstanding any other law, except as specifically
  authorized by reference to this section under state law or an
  executive order issued by the governor, a policy or rule of the
  United Nations may not be enforced or implemented by this state or a
  political subdivision of this state.
         Sec. 3.002.  LIMITATION ON ENFORCEMENT OR IMPLEMENTATION OF
  WORLD HEALTH ORGANIZATION POLICY. This state, an agency or
  political subdivision of this state, a public school district, a
  private school, an open-enrollment charter school, or an
  institution of higher education, as defined by Section 61.003,
  Education Code, may not enforce or implement a public health policy
  or guideline of the World Health Organization unless specifically
  authorized under state law or an executive order issued by the
  governor. 
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2025.
