WHEREAS, The People's Republic of China is an adversary of | ||
the United States, possessing authoritarian ideologies and social | ||
credit programs that threaten the peace, freedom, and democracy | ||
America has long defended across the world; and | ||
WHEREAS, the Chinese Communist Party covered up the existence | ||
and downplayed the seriousness of COVID-19, silencing journalists | ||
and scientists who attempted to share information about China's | ||
involvement in the origins of COVID-19, as well as ordering the | ||
destruction of laboratory samples and research regarding COVID-19 | ||
in January 2020; and | ||
WHEREAS, The Chinese Wuhan Municipal Health Commission | ||
waited nearly a month to inform world authorities of the COVID-19 | ||
outbreak which originated from that region and was likely created | ||
in a Chinese laboratory; and | ||
WHEREAS, The Chinese Communist Party continues to spy on the | ||
United States, recently evident in the Chinese surveillance balloon | ||
that flew across the continental United States in violation of | ||
international law; and | ||
WHEREAS, The People's Republic of China has stood against our | ||
interests by stealing invaluable intellectual property; and | ||
WHEREAS, The Chinese Communist Party continues to exert | ||
concerning influence in Texas agriculture and other sectors by | ||
purchasing large parcels of agricultural land throughout the State, | ||
posing a risk to the security of the United States and the State of | ||
Texas; and | ||
WHEREAS, The People's Republic of China continues to | ||
perpetrate unacceptable persecution of minority groups in its | ||
borders, namely their abuses and crimes perpetrated against the | ||
Uyghurs; and | ||
WHEREAS, on April 30, 2019, a Chinese court falsified charges | ||
against Texan Mark Swidan and sentenced him to death, an action that | ||
has widely been considered hostage diplomacy; and | ||
WHEREAS, Chinese manufacturers are responsible for producing | ||
the majority of the illicit fentanyl imported by transnational | ||
cartels into the United States, with fentanyl being the leading | ||
cause of death for Americans aged between 18 and 45; and | ||
WHEREAS, 379 million deadly doses of fentanyl were seized by | ||
U.S. authorities in 2022, enough to kill every American man, woman, | ||
and child; and | ||
WHEREAS, Rather than cooperate with U.S. officials to curb | ||
the production and exportation of chemicals used in fentanyl | ||
production, the Chinese Communist Party has turned a blind eye to | ||
the trafficking of fentanyl and fentanyl-related substances via | ||
international mail and express consignment carriers; now, | ||
therefore be it | ||
RESOLVED, That the 88th Legislature of the State of Texas | ||
hereby condemn the Chinese Communist Party for their transgressions | ||
against the United States and the State of Texas, including their | ||
creation of an international pandemic, repeated violations of | ||
international law, and direct involvement in the American fentanyl | ||
crisis; and, be it further | ||
RESOLVED, That the Texas Secretary of State forward official | ||
copies of this resolution to the President of the United States, to | ||
the President of the Senate and the Speaker of the House of | ||
Representatives of the United States Congress, and to all members | ||
of the Texas delegation to Congress with the request that this | ||
resolution be officially entered in the Congressional Record as a | ||
memorial to the Congress of the United States of America. |
