SENATE CONCURRENT RESOLUTION
         WHEREAS, The Legislature of the State of Texas is pleased to
  recognize the Honorable Judge Ginger Fagan, a treasured citizen and
  a pioneer for women in Texas politics; and
         WHEREAS, A native Texan, Ginger Fagan was born on July 4,
  1936, near the rural community of Bonnie View in Refugio County; she
  attended Calhoun High School in Port Lavaca, and she graduated from
  The University of Texas at Austin with a degree in education; after
  college, she taught second grade in the Refugio community for many
  years; and
         WHEREAS, Ginger Fagan was elected county judge of Refugio
  County in 1979; she was among the first female county judges in
  Texas, and she was the first female county judge to be elected in
  South Texas; and
         WHEREAS, This trailblazing public servant entered office
  determined to expedite the widening of Highway 77, a project that
  the Texas Highway Department had not prioritized despite numerous
  accident-related deaths along the two-lane stretch of highway
  between Victoria and Sinton; in the process of accomplishing her
  goal, she became the first female county judge to testify in front
  of the Texas Highway Department, and her ultimate success has saved
  the lives of countless individuals; and
         WHEREAS, Ginger Fagan is a distinguished community leader and
  a principled fiscal conservative who represented the highest ideals
  of public service throughout her 11-year tenure on the bench; she
  has been an inspirational force that has motivated numerous women
  to navigate and overcome the unique challenges of Texas politics,
  and her proud legacy in the state will never be forgotten; now,
  therefore, be it
         RESOLVED, That the 85th Legislature of the State of Texas,
  hereby commend the Honorable Judge Ginger Fagan for her pioneering
  leadership as county judge and for her many contributions to the
  Lone Star State and extend to her sincere best wishes in all her
  future endeavors; and, be it further
         RESOLVED, That a copy of this resolution be prepared for her
  as an expression of esteem from the Texas Legislature.
