SENATE RESOLUTION NO. 30
WHEREAS, The Senate of the State of Texas is pleased to
recognize Cindy Sill, who is retiring as executive director of
Tri-County Services on January 31, 2013, after more than 17 years
of exemplary service; and
WHEREAS, Cindy began her career in the field of mental
health mental retardation in 1976 at the Mental Health Mental
Retardation Regional Center of East Texas; she joined Tri-County
Services in 1995 and has played a major role in its growth and
success; and
WHEREAS, Talented and resourceful, she has handled her
many responsibilities with exceptional skill and dedication; she
was instrumental in securing funding for the creation of the
crisis stabilization unit, which allowed the center to develop
one of the state's foremost programs for that service; and
WHEREAS, Over the course of her career, she has been active
in numerous community and professional organizations; she was a
founding member of the Texas Counseling and Guidance Association
and served as an officer with the National Association of County
Behavioral Health and Developmental Disabilities Directors and
has volunteered with Texas Special Olympics; and
WHEREAS, An exemplary administrator, she is respected and
admired by her colleagues, and her presence at Tri-County
Services will be greatly missed; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 83rd
Legislature, hereby commend Cindy Sill on her exceptional
service as executive director of Tri-County Services and extend
to her best wishes for continued success in all her endeavors;
and, be it further
RESOLVED, That a copy of this Resolution be prepared for
her as an expression of esteem from the Texas Senate.
