Summary

Assure Servicemembers Are Paid Act of 2011 or the ASAP Act - Appropriates, during a period of lapsed appropriations, amounts to the Secretary of Defense and the Secretary of Homeland Security (DHS) to allow the Secretaries to continue providing pay and allowances (without interruption) to members of the Armed Forces and civilian employees of the Department of Defense (DOD) and the Coast Guard. Defines "period of lapsed appropriations" as any period during which appropriations are not available due to the absence of the timely enactment of any Act or joint resolution (including any Act or joint resolution making continuing appropriations) appropriating funds for the payment of the pay and allowances of the Armed Forces and civilian DOD and Coast Guard employees.
