Summary
Medicaid Accountability and Care Act of 2013 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to revise payments to states under the Medicaid program, including granting an option to receive Medicare payments for full-benefit dual eligible individuals (who are eligible for Medicare benefits under SSA title XVIII as well as Medicaid).
