Requires transfer from the Treasury general fund to the Federal Supplementary Medical Insurance Trust Fund of an amount estimated to be equivalent to the aggregate reduction in part B premiums resulting from application of this Act. Revises the formula for funding the Medicare Improvement Fund (MIF) to reduce (offset) the amount available to the MIF for FY2014 by the transferred amount plus $567 million.
