Summary

Requires that the headquarters for the Bureau of Land Management be located in the National Capital Region (a region that encompasses Washington, DC, certain counties in Maryland, and certain cities and counties in Virginia). Furthermore, all employee positions that are presently stationed in such region must remain stationed there.
