Summary

All Ballots Count Act of 2016 This bill amends the National Voter Registration Act of 1993 and the Help America Vote Act of 2002 to prohibit an election official from enforcing any requirement that an individual produce a photo identification as a condition of registering to vote, or of voting, in an election for federal office, except to the extent that the requirement was in effect as of June 25, 2013.
