Summary
Requires the National Space Council to submit annual reports to Congress on the ability of the United States to effectively compete with foreign space programs and in the emerging commercial space economy. The President shall develop and submit to Congress a strategy to ensure that the United States can effectively compete with other national space programs, maintain dominance in the emerging commercial space economy, and has market, regulatory, and other means available to address unfair competition from China based on the findings in the report.
