Summary
Declares that the state of war between the United States and the self-described Islamic State and its affiliates and subsidiaries, which has thus been thrust upon the United States, is formally declared. Authorizes and directs the President to use all necessary and appropriate force and resources to carry on a war against the Islamic State and its affiliates and subsidiaries.
