Upon the adoption of the resolution it shall be in order to consider in the House the bill (H.R. 3691) under a closed rule. The rule provides one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce. The rule waives all points of order against consideration of the bill except for clauses 9 and 10 of rule XXI, and provides that the bill shall be considered as read. The rule waives all points of order against provisions of the bill.
