Summary
Revises a provision that limits the authority of an agency to appoint, through expedited hiring authority, post-secondary students to an agency position at the GS-11 level. Further, the bill authorizes an agency to grant paid leave for up to (1) 20 days of rest and recuperation to a civilian employee serving in a combat zone or other high risk, high threat post; and (2) 5 days to a civilian employee serving in a foreign area for local holidays observed in such area.
