Summary

Establishes that any law, regulation, or policy that prohibits or restricts travel to or from Cuba, or transactions incident to such travel, shall have no effect. The President may not restrict or prohibit such travel or transactions unless doing so is necessary to protect (1) U.S. national security, or (2) the health and safety of U.S. citizens or legal residents.
