Summary
Secretary of the Commonwealth; authentication of certain documents. Clarifies the authorization for the Secretary of the Commonwealth to issue certificates of authentication for documents executed or issued in the state. The bill further provides that no authentication may be issued for a document if the Secretary has reasonable cause to believe that the authentication is requested for an unlawful or improper purpose.
