Summary

Special license plates; persons with certain medical conditions. Authorizes issuance of special license plates to applicants with asthma, diabetes, epilepsy, heart disease, and paralysis. These plates would be subject to a one-time fee of $15, and would be exempt from the standard 350 minimum-order requirement.
