Summary
HOV and HOT lane penalties; increased fines for subsequent offenses. Provides that increased fines for subsequent violations of the high-occupancy requirement on HOV and for driving an unauthorized vehicle on the HOT lanes shall be imposed only after conviction of the prior offense.
