HOUSE BILL NO. 1106 AMENDMENT IN THE NATURE OF A SUBSTITUTE (Proposed by the House Committee on Education on February 5, 2014) (Patron Prior to Substitute--Delegate Hope) A BILL to require the Joint Commission on Health Care to review and report on the use of seclusion and restraint in the public and private elementary and secondary schools of the Commonwealth.

Be it enacted by the General Assembly of Virginia:

1. §1. The Joint Commission on Health Care (Commission), in consultation with the Department of Education, shall review (i) statewide policies and regulations related to seclusion and restraint in public and private elementary and secondary schools and (ii) methods used in other states to reduce and eliminate the use of seclusion and restraint in public and private elementary and secondary schools. The Commission shall make recommendations for the modernization of Virginia's policies and regulations related to seclusion and restraint in schools. The Commission shall report its findings to the General Assembly no later than the first day of the 2015 Regular Session of the General Assembly.
