AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to direct the Secretary of Public Safety and Homeland Security to evaluate the need for public safety communications infrastructure updates and hardware replacements.

Be it enacted by the General Assembly of Virginia:

1. Ā§ 1. That the Secretary of Public Safety and Homeland Security (the Secretary) shall evaluate the need for public safety communications infrastructure updates and hardware replacements, and the cost of meeting such need. In completing the evaluation, the Secretary shall consult with representatives of local governments, law-enforcement agencies, and fire, rescue, and emergency medical services, including the Virginia Association of Counties, the Virginia Municipal League, the Virginia Association of Chiefs of Police, the Virginia State Firefighters Association, and the Virginia Association of Emergency Medical Services Practitioners. Such evaluation shall include (i) a review of the current state of public safety communications infrastructure in the Commonwealth, (ii) whether updates to such infrastructure is needed to assist with redundancy and enhanced resiliency during incident response, and (iii) the cost of attaining such necessary updates. The Secretary shall report any findings and recommendations to the Chairmen of the House Committee on Appropriations and the Senate Committee on Finance and Appropriations no later than December 1, 2025.
