Be it enacted by the General Assembly of Virginia:
1. That §10.1-1018.1 of the Code of Virginia is amended and reenacted as follows:
§10.1-1018.1. Reporting.
A. The chairman of the Board shall submit to the Governor and the General Assembly, including the Chairmen of the House Committee on Appropriations, the House Committee on Agriculture, Chesapeake and Natural Resources, the Senate Committee on Finance, and the Senate Committee on Agriculture, Conservation and Natural Resources, and to the Director of the Department of Planning and Budget an executive summary and report of the interim activity and work of the Board on or before December 15 of each even-numbered year. The document shall report on the status of the Foundation and its Fund, including, but not limited to, (i) implementation of its strategic plan; (ii) land conservation targeting tools developed for the Foundation; (iii) descriptions of projects that received funding; (iv) a description of the geographic distribution of land protected as provided in §10.1-1021.1; (v) expenditures from, interest earned by, and financial obligations of the Fund; and (vi) progress made toward recognized state and regional land conservation goals. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website.
B. The Foundation shall solicit proposals for future land conservation projects that are expected to seek grants from the Fund established pursuant to the provisions of this chapter. The Foundation shall rank the project proposals it receives in order of priority and shall compile the proposals into an annual list that includes the name, locality, and amount of grant funding to be requested for each proposed conservation project. In developing such list, the Foundation shall follow the requirements of subsection D of §10.1-1020 governing the allocation of funds. A particular project may be listed on multiple annual lists. On or before December 15 of each year, the chairman of the Board shall provide copies of the annual ranked list of project proposals to the Chairmen of the House Committee on Appropriations and the Senate Committee on Finance.
