Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 2.2-1147.3 as follows:

§2.2-1147.3. Baby changing facilities in restrooms located in public buildings.

The Director of the Department shall develop and implement policies that require every restroom designated for public use in any public building on property that is owned, leased, or controlled by the Commonwealth as defined in § 2.2-1147 to be equipped with baby changing facilities that are physically safe, sanitary, and appropriate. For purposes of this section, "baby changing facility" means a table or other device suitable for changing the diaper of a child age three or younger.
