WHEREAS, Tilth & Oak, an artisan market and refill bar that promotes sustainability by offering locally crafted products in reusable containers, opened in Virginia Beach in May 2023; and

WHEREAS, sisters Devin and Isabel Lavender originally established Tilth & Oak as an online business, then opened the store's first physical location in Benicia, California, in 2022; and

WHEREAS, Tilth & Oak's second location, conveniently situated in the Town Center of Virginia Beach, opened in May 2023; and

WHEREAS, Tilth & Oak offers unique products curated from local artisans and artists, including pet products like treats, collars, and toys, as well as baby items, stationary, and other gifts; and

WHEREAS, Tilth & Oak also features more than 50 refillable products made by local and state businesses, including soaps, shampoos, olive oil, and other goods and encourages customers to bring their own containers and jars to reduce waste from one-time use plastic containers; and

WHEREAS, the refill movement is part of a growing national trend, and Tilth & Oak hopes to expand its business through partnerships with similar stores throughout Hampton Roads and the Richmond area; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Tilth & Oak, a newly opened small business in Virginia Beach, for its contributions to the vibrant local economy; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Devin and Isabel Lavender, co-owners of Tilth & Oak, as an expression of the General Assembly's admiration for its efforts to promote sustainability and reduce waste through its environmentally conscious business practices.
