WHEREAS, Joseph Brian Hannigan, an active community leader in Arlington and a highly admired advance man who served two United States presidents in addition to government officials in Illinois and Virginia, died on May 21, 2022; and
WHEREAS, Brian Hannigan grew up in Wakefield, Rhode Island, where he began to cultivate his lifelong love of the ocean and surfing; and
WHEREAS, Brian Hannigan attended South Kingston High School and Saint Thomas Moore School in New Hampshire; he continued his education at Saint Louis University, where he became president of the institution's Young Democrats and subsequently became chair of the College Democrats of Missouri; and
WHEREAS, in college Brian Hannigan served as chair of the Robert F. Kennedy for President Club; he later became the scheduling and advance director for the governor of Illinois; and
WHEREAS, after he and his wife, Judy, relocated to Washington, D.C., Brian Hannigan became the deputy national finance director for the Democratic National Committee; with a reputation for an encyclopedic memory and unparalleled attention to detail, he later earned positions serving on the advance teams for President Jimmy Carter's visit to Israel in 1979 and President Bill Clinton's visit to Northern Ireland in 1995; and
WHEREAS, Brian Hannigan supported the campaign to bring Major League Baseball to the Washington, D.C., area as communications director for the Virginia Baseball Stadium Authority; he then served in the administration of Governor Mark Warner and finished his career in government relations with the government relations firm Smith, Dawson & Andrews; and
WHEREAS, outside of his career, Brian Hannigan volunteered his time and wise insights to many organizations in the Arlington area, including as president of the Dominion Hills Civic Association for more than 20 years; and
WHEREAS, Brian Hannigan was a champion for young people in Arlington and a passionate advocate for the positive impact of youth sports, going above and beyond to ensure that children had opportunities to participate in local programs; he served as chair of the Arlington County Sports Commission, president of the Better Sports Club, and as a referee for youth and high school soccer and basketball games; and
WHEREAS, Brian Hannigan is fondly remembered and greatly missed by his wife of 44 years, Judy; his children, Connor and Megan, and their families; and numerous other family members and friends; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Joseph Brian Hannigan, a respected community leader and a great advance man; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Joseph Brian Hannigan as an expression of the General Assembly's respect for his memory.
