WHEREAS, Kathleen J. Murphy ably represented the residents of McLean, Great Falls, and parts of Vienna and Loudoun County as a member of the House of Delegates for nine years; and
WHEREAS, after graduating magna cum laude from American University, Kathleen Murphy enjoyed a long and varied professional career; she worked as a writer and producer for Nickelodeon, served as the deputy director of women's outreach for the Democratic National Committee, and played a role in the creation of two veterans service programs, Salute Our Services and Kids Serve Too; and
WHEREAS, in the early 1990s, Kathleen Murphy worked in the office of U.S. Representative Charlie Wilson of Texas and handled appropriations matters related to national defense and foreign affairs; and
WHEREAS, Kathleen Murphy was subsequently appointed as a congressional liaison for the United States Agency for International Development during the Clinton Administration, then became a senior advisor for international trade issues at the U.S. Department of Commerce; and
WHEREAS, from 2000 to 2014, Kathleen Murphy also served as the president of Johnson Murphy & Associates, a consulting firm in McLean; and
WHEREAS, desirous to be of further service to the Commonwealth, Kathleen Murphy ran for the House of Delegates in 2013 and nearly unseated an incumbent delegate; she ran again during a special election in January 2015 and won, taking office that same year; and
WHEREAS, Kathleen Murphy represented the residents of McLean, Great Falls, and parts of Vienna and Loudoun County in the 34th District for four and a half terms, winning reelection in 2017, 2019, and 2021; and
WHEREAS, Kathleen Murphy introduced and supported numerous important pieces of legislation to benefit her district and all Virginians; she was an advocate for gun safety, particularly restrictions on gun ownership for individuals convicted of domestic violence, and she was a champion for women in the military, establishing the Virginia Women Veterans Roundtables; and
WHEREAS, during her tenure as a state lawmaker, Kathleen Murphy served as the vice chair of the House Democratic Caucus for four years and the vice chair of the Transportation Committee; she also offered her leadership and expertise to the committees on Finance, General Laws, and Counties, Cities and Towns and established the Rare Disease Council in 2021; and
WHEREAS, throughout her career in state government, Kathleen Murphy served her constituents and the Commonwealth as a whole with dedication, distinction, tenacity, integrity, and grace; and
WHEREAS, Kathleen Murphy has also served on the Human Services Council for Fairfax County, the McLean Community Foundation, the Fairfax County Health Care Task Force, and the fundraising board of the Cystic Fibrosis Foundation; and
WHEREAS, after her retirement from public office, Kathleen Murphy plans to seek new opportunities to serve her community, as well as spend more time with her husband, Bill, and her children, stepchildren, and grandchildren; now, therefore, be it
RESOLVED by the House of Delegates, That Kathleen J. Murphy hereby be commended for her years of service to the residents of the 34th District and the Commonwealth as a member of the Virginia House of Delegates; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Kathleen J. Murphy as an expression of the House of Delegates' admiration for her legacy of personal and professional achievements.
